Information for legal entities on tariff changes

Until December 31, 2020, in accordance with the provisions of paragraph 13 of Section XVII of the Law of Ukraine “On the Electricity Market” (hereinafter referred to as the Law), universal services, except for domestic and small non-residential consumers with a capacity of up to 50 kW, are provided by the supplier of such services also to budgetary institutions, regardless of the size of the contractual capacity and other consumers whose electrical installations are connected to electric networks with a contractual capacity of up to 150 kW.

Thus, from January 01, 2021, residential consumers and small non-residential consumers with a power of up to 50 kW will have the right to receive a universal service.

In this regard, NEURC considers it expedient for universal service providers until November 01, 2020:

- check with the distribution system operators the list of consumers who, according to the criteria defined by the Law, are entitled to receive a universal service;

- notify such consumers that the universal service will be terminated from January 01, 2021.

In addition, universal service providers must inform consumers about the procedure for changing the electricity supplier to another electricity supplier in the manner specified in section VI of the REAP.

We draw the attention of consumers to whom the Law has granted a temporary right to receive a universal service (including budgetary institutions) regarding the need to elect an electricity supplier at free prices, including such an electricity supplier may be an electricity supplier , which provided a universal service and concluded an agreement with him on the supply of electrical energy to the consumer (select the appropriate commercial offer).

At the same time, in the event that the consumer does not elect in advance (before December 31, 2020) an electricity supplier at free prices, the supply of electricity to their facilities will be carried out on the basis of contractual relations with the supplier of the “last Hope” within a period not exceeding 90 days from the date of termination of the urgent right to universal service established by the Law.
